Kemudian, data tersebut akan diberikan kepada Dinas Pendidikan Kabupaten/Kota di seluruh Indonesia untuk diverifikasi kelengkapannya. “Disinilah, saat pendaftaran, guru menempuh dengan cara memverifikasi data yang sudah ada di dinas pendidikan Kabupaten/Kota masing,” ujar Santi. Sehingga, guru tidak perlu mendaftar, cukup verifikasi data, terutama untuk mata pelajaran diajar, dan tempat bertugas, karena kedua hal ini berkaitan dengan penentuan tempat uji kompetensi guru (TUK). Adapun batas waktu verifikasi sampai dengan 23 Oktober 2015.
“Operator itu berada di masing-masing dinas pendidikan, kemungkinan guru tidak terdaftar walau memiliki NUPTK adalah (mungkin) karena data Dapodik tidak diperbaharui,” ujar Santi. Kemudian, Santi melanjutkan, kalau pun guru tetap tidak terdaftar untuk tahun ini, maka guru tersebut dapat mencoba di tahun depan. “Rencananya, kami akan mengadakan UKG tiap tahun,” jelasnya.
Naskah soal
Pada sisi materi soal, Santi mengungkapkan UKG 2015 akan mengutamakan kompetensi guru untuk diuji. Maksudnya, materi soal UKG dibuat berdasarkan bidang tugas masing-masing guru, sehingga akan berbeda dengan materi soal UKG sebelumnya yang menekankan kompetensi guru sebagai seorang sarjana.
“Sebelumnya, yang kita uji dasar kompetensi dari seorang sarjana, sekarang sesuai dengan bidang tugas masing-masing, misalkan guru matematika SMP maka yang diujikan adalah materi untuk Matematika SMP,” ujar Santi.
Jenis mata pelajaran (mapel) yang diujikan adalah sebanyak 200 paket soal dengan 200 mapel. Pada saat ujian, masing-masing guru akan diberikan satu mapel dengan waktu ujian selama dua jam atau 120 menit dengan jumlah soal sebanyak 60-100 soal. Guru pun dapat mempersiapkan diri menjelang ujian dengan mempelajari kisi-kisi UKG. Kisi-kisi UKG sudah diunggah sesuai mata pelajaran yang akan diujikan pada situs gtk.kemdikbud.go.id, atau sergur.kemdiknas.go.id.
UKG sistem online
Pelaksanaan UKG akan berlangsung dengan dua sistem yaitu manual (offline), dan media jaringan (online). Sistem manual dilaksanakan di daerah yang tidak terjangkau jaringan internet, tidak memiliki ruangan yang berisi laboratorium komputer, dan tidak terhubung di dalam jaringan internet. Sedangkan, sistem online (media jaringan) akan dilaksanakan di daerah yang terjangkau jaringan internet, memiliki ruangan yang berisi perangkat laboratorium komputer, dan tergabung di dalam jaringan internet.
Pada sistem online, Kasubdit Santi mengungkapkan minimal sebanyak 20 guru untuk ditempatkan di dalam ruang TUK. Santi menggarisbawahi UKG online akan dibuat dengan banyak versi, yaitu sesuai dengan jumlah peserta ujian. “Walaupun ada 11 guru sama mata pelajaran yang diuji, tapi soalnya berbeda,” ujarnya. Hasil UKG dapat langsung dilihat. Disinilah adanya transparansi dalam penyelenggaraan UKG online. “Kalau salah 30 dari 100 akan terlihat nilainya 70,” ujar Santi. Nilai itu akan menjadi pride untuk mengukur dirinya sendiri bagi guru. Kalau di pusat, (nilai) itu ingin melihat pembinaan seperti apa yang perlu diberikan nantinya. Naskah soal akan berbentuk pilihan ganda dengan empat pilihan.
Persiapan UKG online
Penyelenggaraan UKG pertama kali dilakukan secara offline dengan peserta sebanyak 300 ribuan guru. Pada UKG tahun kedua berlangsung secara online. Ini pun diberlakukan bagi daerah yang sudah siap dengan ujian online. Baru tahun ini pelaksanaan UKG secara online dan offline bagi seluruh guru di Indonesia. Tahun ini, sebanyak 36 kabupaten kota dari 500-an kabupaten kota yang mengikuti UKG sistem online.
Penyelenggaraan UKG sistem online menggunakan jaringan lokal yang digunakan oleh masing-masing TUK. “Kita tidak libatkan satu provider, tapi kita pakai jaringan yang ada di situ,” ujarnya. Sehingga, saat listrik mati maka guru tidak akan mengulangi dari awal UKG tersebut, karena datanya sudah tersimpan, tinggal melanjutkan.
Uji coba UKG sistem online pun turut dilakukan yaitu dengan menyediakan sarana belajar UKG online. “Uji coba ini berlangsung mulai hari ini sampai tiga hari ke depan, atau mau coba aplikasi ujian bisa juga minggu depan, sebelum ujian juga ada sesi latihan juga, ada pertanyaan untuk langsung ujian atau latihan soal,” ujar Santi.
