Mengingat pentingnya EPUPNS ini, BKN memperingatkan seluruh PNS untuk segera melakukan registrasi melalui situs yang telah disediakan dan apabila tidak melakukan pendataan ulangan, maka PNS secara otomatis diberhentikan/dipensiunkan dari jabatanya.
Selain untuk mendapatkan data yang real dan valid dari PNS, hasil EPUPNS akan dihubungkan dengan sistem penggajian baru yang akan diterapkan Pemerintah nantinya. Pemerintah akan mengubah sistem kepangkatan pegawai negeri sipil (PNS) dengan menggunakan sistem grade (tingkatan).
Sistem baru ini bahkan ada dalam Rancangan Peraturan Pemerintah (RPP) tentang Gaji dan Tunjangan PNS. Sebelumnya sistem kepangkatan PNS hanya didasarkan pada tingkat pendidikan. Namun, ke depan akan dipertimbangkan juga masa kerja dan kompetensi. ”Sistem kepangkatan akan berbeda. Ada 27 grade,” kata Kepala Badan Kepe-gawaian Negara (BKN) Bima Harya Wibisana di Jakarta kemarin.
Kepangkatan PNS juga sebelumnya hanya diatur mulai dari IA sampai 4E. Namun, ke depan akan ada grade 1 sampai 27. ”Itu nanti ada range -nya. Masa kerja sekian, kompetensi sekian, itu ada di grade sekian sehingga kompetensi dihargai,” paparnya. Bima mengatakan, kepangkatan ini berpengaruh pada sistem penggajian yang baru. Di mana besaran gaji PNS juga akan dilihat dari grade yang dimiliki setiap PNS.
”Misal, pangkatnya 4A masa kerja 10 tahun dengan pendidikan doktor dengan pangkat 4A masa kerja 10 pendidikan master, apakah gajinya sama? Kita akan membedakan. Kalau sekarang kan semuanya sama,” ungkapnya. Dengan sistem yang baru ini, pihaknya bisa melakukan pendataan ulang secara elektronik kepada seluruh PNS yang ada di Indonesia. Dengan begitu, selanjutnya akan digolongkan berdasarkan grade yang ada. ”Inilah salah satu fungsinya pendataan. Kita ingin mengubah sistem. Untuk mengonversi dibutuhkan data yang akurat,” ujarnya.
Menurut dia, data yang ada saat ini masih jauh dari kata baik. Bahkan ada data-data yang rusak dan tidak jelas. ”Ini sekaligus pembersihan data yang rusak. Di samping itu juga agar data lebih lengkap,” tandasnya. Kepangkatan ini berlaku pada 1 Januari 2016 sehingga pendataan diharapkan akan tuntas pada 31 Desember mendatang. ”Jangan sampai ini ditetapkan, data tidak ada. Jika ini semua terdata baik, kita siap untuk diterapkan tahun depan,” ungkapnya.
Deputi Pembinaan Manajemen Kepegawaian (PMK) BKN Yulina Setyawati mengatakan, RPP tersebut sudah final, namun masih dalam tahapan harmonisasi. ”Ini kan masih rencana. Itu kalau disetujui oleh Presiden. Ini juga untuk penyederhanaan dalam penggajian,” ungkapnya.
Pakar administrasi publik Universitas Gadjah Mada (UGM) Miftah Thoha pesimistis sistem grade yang begitu banyak akan membuat PNS semakin baik. Menurut dia, sistem grade yang direncanakan tersebut terlalu panjang.
”Saya tidak yakin dengan pangkat yang banyak akan lebih baik,” tandasnya. Dia menilai, pangkat sebelumnya yang hanya empat pangkat cukup mempersulit PNS, terutama untuk pencapaian karier.
