Rencana pemerintah untuk merivisi PP 56 Tahun 2012 tentang Pengangkatan Tenaga Honorermendapat tanggapan beragam. Ada yang menyambut baik, namun sebagian besar sudah di ambang putus asa karena dengan revisi masa penantian makin panjang.
“Revisi PP akan memicu stres massal para tenaga honorer yang tidak lulus tes cpns. Apalagi kalau isi PP-nya harus mensyaratkan tes ujian baru lagi,” kata Iwan, pengurus Dewan Koordinator Honorer se Indonesia (DKHI) Wilayah Kuningan, kemarin seperti informasi yang dirilis jpnn.com.
Revisi PP 56 Tahun 2012 Pengangkatan Honorer Menjadi CPNS
Pengangkatan honorer K2 untuk menjadi CPNS harus ditunggu. hal ini dikarenakan oleh sebab penetapan honorer menjadi CPNS yang awalnya direncanakan akan selesai pada akhir tahun 2014 kemungkinan akan molor hingga tahun 2015.
Oleh karena itu, pemerintah telah berencana membuat Peraturan Pemerintah (PP) baru menggantikan PP 56 Tahun 2012 tentang pengangkatan tenaga honorer menjadi CPNS. Berikut informasi yang dilansir dari JPNN terkait dengan hal tersebut.
“Sepertinya penanganan honorer K2 tidak akan tuntas sampai akhir tahun ini. Mau tidak mau harus loncat di tahun depan,” ungkap Herman Suryatman selaku Kepala Biro Hukum Komunikasi Informasi Publik (HKIP) Kementerian Pendayagunaan Aparatur Negara dan Reformasi Birokrasi (KemenPAN-RB) di Jakarta, Jumat (5/12).
Dengan akan berlanjutnya penanganan honorer K2 ini hingga tahun depan, lanjut Herman, menunjukkan MenPAN-RB peduli dengan honorer. Itu sebabnya akan dibuat PP baru yang nanti bisa dijadikan payung hukum pengangkatan honorer K2 menjadi aparatur sipil negara (ASN) CPNS PNS di tahun 2015.
“Honorer K2 mohon sabar saja dan tetap solid berjuang. Pemerintah tidak akan membiarkan honorer K2 kok,” terangnya.
Dia menambahkan, dalam penanganan honorer K2 ini pemerintah mengalami dilematis karena menyangkut nasib ratusan ribu orang. Di satu sisi ingin tegas, di sisi lain mempertimbangkan aspek kemanusiaan
Pengangkatan Penyelesaian Tenaga Honorer Kategori 2 menjadi PNS
Sementara Forum Honorer Indonesia (FHI) menyambut baik dan memberi apresiasi adanya keinginan pemerintah membuat PP baru. Menurut Ketua Dewan Pembina FHI Pusat Hasbi, pekan depan akan ada pembahasan dengan Komisi II DPR RI untuk memperjuangkan pengangkatan dan penyelesaian tenaga honorer K2 menjadi PNS, baik yang sudah lolos maupun belum.
“FHI akan melakukan aksi secara bersama -sama dengan forum honorer lainnya, jika pemerintah tidak memberi jaminan akan menyelesaikan permasalahan tenaga honorer secara nasional. Masalah honorer K2perlu mendapat skala proritas yang harus diselesaikan pemerintahan Presiden Jokowi,” tegasnya.
Moratorium penghentian sementara penerimaan cpns selama 5 tahun apakah berdampak pada nasib honorer K2untuk proses pengangkatan menjadi CPNS oleh pemerintah Presiden Jokowi selama periode pemerintahan dari 2014-2019 ini nantinya.
Menanggapi masalah terkait dengan proses pengangkatan honorer kategori II menjadi CPNS berikut penuturan Herman Suryatman seperti yang terdapat pada informasi awal diatas.
“Mereka kecewa karena merasa sebagai honorer K2 yang valid tidak lulus ujian. Sedangkan Tenaga Honorer K2 yang tidak valid, banyak yang lulus ujian,” katanya di Jakarta seperti dilansir jpnn.com.
Sebagaimana diketahui, tenaga honorer K2 valid dan diangkat menjadi CPNS adalah yang memenuhi syarat ketentuan pemerintah antara lain adalah sebagai berikut :
Sudah bekerja minimal satu tahun per 31 Desember 2005.
Mendapatkan gaji bulanan rutin yang bersumber dari APBN atau ABPD.
Tidak pernah putus bekerja sebagai tenaga honorer hingga tes pengangkatan CPNS 2014.
Sedangkan yang tidak valid adalah yang tidak memenuhi syarat-syarat tersebut.
Herman mengatakan, berdasar data pemerintah, jumlah honorer Kategori II secara nasional mencapai 600 ribu orang. Sedangkan kuota pengangkatan CPNS menggunakan alokasi anggaran 2013 dan 2014, hanya sekitar 200 ribu kursi.
Akibatnya, masih ada 400 ribu honorer Kategori 2 yang nasibnya sampai kini terkatung-katung.
Setelah pengumuman kelulusan ujian dan Penetapan NIP CPNS Tenaga Honorer K2 Lulus CPNS beberapa bulan lalu, laporan kecurangan terus bermunculan. Para honorer K-2 yang valid tetapi tidak lulus ujian nekat melaporkan rekan sesama Tenaga Honorer K2 yang tidak valid tetapi lulus ujian.
