Tapi apakah sobat PNS tahu cara perhitungan pemberian Gaji PNS dan Tunjangan kinerja berdasarkan UU ASN yang lagi digodok dengan UU ASN tahun 90an.
Berikut RPP sistem penggajian PNS berdasarkan UU ASN yang baru yang kami sandur dari situs yang khusus membahas Gaji PNS dan Honorer .
PP tentang Gaji, Tunjangan, dan Fasilitas bagi PNS masih dalam tahap harmonisasi tim kecil. PP tentang Sistem Penggajian yang baru ini benar-benar bakal menentukan "rejeki" para PNS di seluruh tanah air.
Bagaimana tidak, di media sosial dan media massa sudah beredar berita bahwa dengan sistem penggajian PNS yang baru, maka gaji PNS akan naik dengan nominal terkecil sekian dan paling besar sampai dengan sekian.
Lalu benarkah demikian? Apakah gaji PNS akan benar-benar meningkat dan merata? Apakah PNS akan makin sejahtera?
Untuk menjawab beberapa pertanyaan tersebut, yuk intip isi dari RPP Sistem Penggajian PNS yang sedang disusun oleh Pemerintah berikut ini
ini adalah poin utama yang ditanyakan oleh setiap PNS, apakah dengan sistem penggajian yang baru, gaji seorang PNS bakal tetap atau naik. Kalau turun, sepertinya gak mungkin.
RPP tentang Gaji, Tunjangan, dan Fasilitas PNS merupakan aturan Pelaksana dari UU No 5 Tahun 2014 tentang ASN. Dalam Undang-undang itu disebutkan bahwa salah satu hak PNS adalah Gaji, Tunjangan, dan Fasilitas.
Selanjutnya, di pasal 81 UU ASN disebutkan bahwa "Ketentuan lebih lanjut mengenai gaji, tunjangan kinerja, tunjangan kemahalan, dan fasilitas diatur dengan PP".
Dengan demikian, sebenarnya sudah sangat jelas, bahwa di dalam RPP tentang Sistem Penggajian yang Baru (RPP tentang Gaji, Tunjangan, dan Fasilitas PNS), yang akan diterima oleh PNS, sama dengan yang diatur dalam UU ASN, adalah:
1. Gaji
2. Tunjangan:
Tunjangan Kinerja
Tunjangan Kemahalan
3. Fasilitas
Jangan lupa juga, PNS juga berhak mendapatkan Jaminan Kecelakaan Kerja dan Jaminan Kematian, Jaminan Pensiun dan Jaminan Hari Tua yang diatur dengan PP tersendiri, di luar PP tentang Sistem Penggajian yang baru.
Apa itu Fasilitas Bagi PNS?
Fasilitas diberikan kepada PNS baik dalam bentuk barang dan/atau uang, untuk mendukung pelaksanaan tugas dan fungsi PNS, dengan memperhatikan pangkat dari PNS yang bersangkutan. Jenis dan besaran fasilitas ditetapkan dengan Perpres atas usul Menpan setelah mendapatkan persetujuan dari Menteri Keuangan.
Bagaimana Nasib Tunjangan Profesi Guru dan Dosen, Tunjangan Suami/Istri, Anak, Fungsional dan lain-lain?
Mulai dari sekarang, hilangkanlah mindset anda tentang tabel gaji pokok yang selama ini berlaku dimana gaji pokok masih dipeta-petakan per pangkat dan golongan, dari 1a masa kerja 0 tahun sampai dengan Gol IVe masa kerja sekian tahun.
Dengan sistem penggajian yang baru, tidak lagi ada tabel gaji Gol II a sekian, Gol III d sekian, Gol IVe sekian.
Hilangkan juga mindset tunjangan anak 2%, tunjangan istri 10%, tunjangan beras, tunjangan fungsional, dan tunjangan-tunjangan lain seperti tunjangan bagi yang ditempatkan di pulau terluar, terpencil.
Rencananya, dengan adanya sistem penggajian yang baru, komponen gaji dan penghasilan PNS yang selama ini ada akan dihilangkan. Komponen penghasilan PNS yang akan dihilangkan adalah:
1. Semua Komponen Gaji sesuai PP No 7 Tahun 1977 tentang Peraturan Gaji PNS beserta Perubahannya:
- gaji pokok
- tunjangan jabatan struktural
- tunjangan jabatan fungsional
- tunjangan umum
- tunjangan khusus
- tunjangan kemahalan
- tunjangan istri/suami
- tunjangan anak
- tunjangan pangan
- tunjangan operasi pengamanan bagi PNS di lingkungan TNI dan Polri yang bertugas dalam operasi pengamanan pada pulau-pulau kecil terluar dan wilayah perbatasan
2. tunjangan profesi, tunjangan khusus, dan tunjangan kehormatan sesuai dengan PP No 41 Tahun 2009 tentang Tunjangan Profesi Guru dan Dosen, Tunjangan Khusus Guru dan Dosen, Serta Tunjangan Kehormatan Profesor;
3. tambahan penghasilan kepada PNS Daerah, sesuai dengan Pasal 63 PP No 58 Tahun 2005 tentang Pengelolaan Keuangan Daerah;

Tunjangan Kinerja Daerah
4. honorarium; dan
5. penghasilan lainnya.
Rencananya, dengan adanya PP Gaji, Tunjangan, dan Fasilitas PNS, PNS dilarang menerima penghasilan lain dan/atau honorarium apapun yang dananya bersumber dari APBN/APBD, BUMN/BUMD, Badan Usaha Milik Swasta, dan/atau lembaga internasional.
Apabila masih menerima, maka PNS yang bersangkutan harus mengembalikan penghasilan lain atau honor tersebut ke kas negara. sumber: gajibaru.com
