Tunjangan Profesi diberikan secara merata, nampak kedepan tak akan ada lagi. Harapan tunjangan profesi guru adalah untuk meningkatkan kompetensi guru tersebut sejak undang-undang guru dan dosen terbit hingga saat ini proses pelaksanaan atau pemantauan itu belum lah optimal, alih-alih tunjangan sertifikasi yang diberikan dengan konsep peningkatan kompetensi PTK hingga saat ini amanah yang termaktub dalam UU no 14 tahun 2005 itu belumlah dilakukan secara komprehensif profesionalitas guru yang dimaksud. Undang-undang Nomor 14 tahun 2005 tentang guru dan dosen mengamanatkan agar guru harus profesional, sejahtera, dan bermartabat. Bentuk nyata dari amanat tersebut adalah pemberian tunjangan profesi guru (TPG) kepada guru yang telah tersertifikasi. Harapannya, dengan pemberian TPG ini guru menjadi lebih profesional.
Namun sejak UU tersebut terbit, penilaian profesionalitas guru belum dilakukan secara benar. TPG masih diberikan merata, yaitu sebesar satu kali gaji tanpa mengukur profesionalisme sang guru. Seharusnya, pemberian TPG harus sesuai dengan capaian kinerja dan prestasi guru.
Pelaksana Harian Kepala Subdirektorat Program Direktorat Pembinaan Pendidik dan Tenaga Kependidikan Dikdas, Tagor Alamsyah mengatakan, saat ini Kementerian Pendidikan dan Kebudayaan (Kemendikbud) sedang menyusun ulang skema pemberian TPG. Tunjangan yang sejak 2005 diberikan secara merata, akan dihitung secara profesional dengan memperhitungkan prestasi dan kinerja yang telah dicapai oleh guru.
“Selama ini kita belum menjalankan undang-undang dengan benar, karena infrastruktur belum memadai. Dan sekarang kita siapkan secara paralel, infrastruktur dan mekanisme pemberian tunjangannya,” kata Tagor dalam diskusi pendidikan yang berlangsung di Perpustakaan Kemendikbud, Rabu (24/06/2015).
Tagor mengatakan, instrumen pencapaian guru profesional bisa dilihat dari jumlah ideal guru, pembinaan karir, dan penghargaan serta perlindungan yang diberikan. Jumlah ideal guru dapat dihitung dengan beban kerja 24 jam/minggu dan linieritas dengan sertifikasi. Untuk pembinaan karir, guru harus memenuhi kualifikasi akademik, kompetensi, dan jenjang karir. Sebagai penghargaan dan perlindungan, guru akan mendapatkan tunjangan profesi, maslahat tambahan, dan perlindungan hukum.
Untuk mengukur kompetensi guru dihitung dengan penilaian kinerja guru (PKG), pengembangan keprofesian berkelanjutan (PKB), dan uji kompetensi guru (UKG). Salah satu skema yang disiapkan adalah dengan melakukan tahapan uji kompetensi. Di awal tahun, guru akan dinilai kompetensinya melalui UKG. Jika kompetensi yang dimiliki kurang, maka guru harus masuk ke PKB. Setelah masuk PKB, kompetensi guru akan kembali diukur. Bagi guru yang memiliki peningkatan akan dihargai dengan kenaikan jenjang karir. Namun jika tidak, maka guru harus menyisihkan sebagian TPG yang diperolehnya untuk melakukan peningkatan kompetensi.
Dalam skema Kemendikbud, pengembangan keprofesian berkelanjutan guru dilakukan secara berjenjang. PKB Guru Pertama (golongan IIIa-IIIb) fokus pada pengembangan diri sendiri, PKB Guru Muda (golongan IIIc-IIId) fokus pada pengembangan siswa, PKB Guru Madya (Golongan IVa, IVb, IVc) fokus pada pengembangan sekolah, dan PKB Guru Utama (Golongan IVd-IVe) fokus pada pengembangan profesi.
Selain peningkatan kompetensi melalui PKB, Tagor juga menyinggung keberadaan Musyawarah Guru Mata Pelajaran (MGMP) dan Kelompok Kerja Guru (KKG) yang bisa digunakan sebagai wadah untuk meningkatkan kompetensi guru. Misalnya, salah satu kendala guru dalam mencapai angka kredit adalah karena kesulitan membuat karya ilmiah/karya inovatif. Lewat KKG atau MGMP, kata Tagor, guru bisa memanfaatkan TPG yang diperolehnya untuk bersama-sama untuk meningkatkan kompetensi. “Mereka bisa urunan untuk mendatangkan narasumber yang bisa membantu mereka dalam menyusun karya ilmiah,” katanya.
Dengan pengukuran seperti ini, maka tunjangan guru bukan lagi menjadi hak, melainkan kewajiban yang harus dilaksanakan oleh guru. Artinya, dengan TPG yang diberikan tersebut guru harus mampu mengembangkan kompetensi diri. Jika tidak, maka tunjangan tersebut akan dihentikan. (Aline Rogeleonick)
