Badan Kepegawaian Negara (BKN) mempercepat pelayanan kenaikan pangkat pegawai negeri sipil (PNS). Kenaikan pangkat ini akan diutamakan bagi PNS fungsional umum.
“Naik pangkat itu kan usulan. Tapi kita akan mempercepat,” ujar Deputi Mutasi Kepegawaian BKN, Kuspriyo Murdono di Kantor BKN, Jakarta, Selasa 26 Mei kemarin.
Pria yang akrab disapa Kus ini mengatakan, BKN akan pro aktif mengirimkan data-data PNS yang akan naik pangkat ke instansi terkait. Kemudian instansi tersebut melakukan pengecekan. Seperti diketahui sebelumnya BKN hanya menunggu usulan dari instansi dalam hal kenaikan pangkat.
“BKN kan punya data, kita kirim ke instansi secara elektronik. Instansi mengecek siapa saja yang mau diusulkan kenaikan pangkatnya. Misal si A ternyata sudah pindah instansi atau dijatuhi hukuman disiplin. Ini namanya rekonsiliasi. Sesuai dengan aturan yang mengeluarkan usulan kenaikan pangkat adalah pejabat pembina kepegawaian. BKN memberikan persetujuan. Kalau clear kita keluarkan persetujuan teknis,” jelas dia.
Dia mengatakan pelayanan otomatis kenaikan pangkat ini tidak serta merta mengabaikan kinerja PNS. Pasalnya BKN juga akan meminta hasil penilaian prestasi kerja terhadap PNS yang bersangkutan.
“Selama dua tahun dan bernilai baik tentunya. Nanti kita tukar. Mana kita lihat prestasinya. Kalau sudah baik ya sudah,” ungkap dia.
Dia mengakui selama ini pengusulan kenaikan pangkat terlambat. Meski proses usulan sudah dilakukan secara online. Kus mengatakan banyak faktor yang melatarbelakanginya, seperti terbatasnya SDM, administrasi dan teknologi.
“Itu kan kewenangan daerah. Bosnya yang memiliki kewenangan. Apalagi bupati di daerah ini kan raja kecil. Kadang-kadang susahnya di situ. Kenaikan pangkat bulan April, paling tidak Februari sudah harus masuk. Ternyata masuk di akhir Februari. Ini down langsung sistemnya,” kata dia.
Dia menambahkan PNS yang termasuk kategori fungsional umum berjumlah 1,2 juta orang dari total keseluruhan PNS 4,3 juta orang. Untuk sisanya termasuk kategori fungsional tertentu. Di mana kenaikan pangkat bukan saja dilakukan 4 tahunan, melainkan berdasarkan penilaian angka kredit (PAK).
“Seperti guru dan dosen itu kan pakai PAK. Biasanya PAK ada tim penilai di instansi masing-masing. Kalau 4C ke atas itu ada pembinanya. Enam bulan sebelumnya dikirim PAKnya. Kadang terlambat. Kadang sulit. PAK masuk kita kasih persetujuan selesai,” kata dia.
Terkait kenaikan pangkat sendiri, Kus mengatakan untuk golongan pangkat 4C ke atas dapat dibaca di laman BKN secara online. Dengan begitu PNS tidak perlu jauh-jauh ke Jakarta.
“Ïnginnya 4C ke bawah juga online. Tapi datanya sangat banyak. Karena bisa jebol datanya. Data BKN bisa hilang semua,” tuturnya.
Pakar Administrasi Publik Universitas Gadjah Mada (UGM) Wahyudi Kumorotomo terkait dengan kenaikan pangkat cepat dan tidak, dinilai relatif. Namun dengan pro aktif BKN diharapkan akan lebih cepat.
“Seringkali jarak yang menjadi kendala dalam pengurusan. Mungkin pimpinan baru BKN ini menyelesaikan masalah ini,” ujar dia.
Wahyudi menegaskan yang paling penting dari kenaikan pangkat selain cepat juga harus berdasrkan kriteria objektif. Baik dari dedikasi dan kinerjanya. Apalagi selama ini usulan kenaikan PNS ada dalam wilayah abu-abu.
“Jadi karir bisa diprediksi baik dan jelas. Maka mereka termotivasi bekerja. Tidak seperti sekarang ini kenaikan pangkat ada karena nepotisme, atau dekat dengan atasan. Belum lagi pengurusan angka kredit yang cukup merepotkan,” katanya.
Menurut dia BKN perlu memperbaiki basis data. Dengan begitu kenaikan pangkat akan lebih valid dan objektif. (Sumber:sindonews.com).
