Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi (Menpan RB), Yuddy Chrisnandi, mengatakan pemerintah memberi kesempatan terakhir bagi eks Tenaga Honorer Kategori 2 (TH K2) untuk mengikuti tes yang dilaksanakan mulai Agustus 2015. Tes honorer K2 untuk menjadi CPNS ini menggunakan sistem Computer Assisted Test (CAT).
Pemerintah memproyeksikan 30.000 formasi untuk menggantikan formasi TH K2 yang tidak terisi. Jumlah ini merupakan hasil perhitungan TH K2 yang telah lulus tes November 2013, tetapi penetapan NIP-nya tidak dapat diproses Badan Kepegawaian Negara (BKN). “Dokumen mereka tidak sesuai dengan ketentuan yang dipersyaratkan,” ujar Yuddy.
Formasi tersebut dialokasikan untuk Kementerian/Lembaga sebanyak 4.500 dan 25.500 untuk Pemda dengan prioritas usia di atas 35 tahun. Formasi ini khusus tenaga pendidik, kesehatan, dan penyuluh.
Pemerintah di daerah tidak sembarangan boleh memanfaatkan atau menyelenggarakan tes ini. Ada dua syarat penting yang ditetapkan Pusat. Pertama, harus memastikan ketersediaan anggaran, baik untuk membayar gaji serta biaya pelaksanaan seleksi. Kedua, tes dapat dilakukan jika masing-masing instansi telah melakukan verifikasi terhadap kelengkapan administrasi atau dokumen sebagai bukti keabsahannya.
Seleksi eks TH K-2 diperuntukkan bagi mereka yang tidak lulus tes sebelumnya, dan masih bekerja secara terus-menerus di instansi pemerintah, sudah terdaftar dalam database BKN, dan sudah memiliki nomor tes seleksi CPNS.
Selain itu eks TH K-2 wajib memenuhi ketentuan dalam PP nomor 56 tahun 2012, yaitu: dibiayai bukan dari APBN atau APBD, diangkat oleh pejabat yang berwenang, dan bekerja di instansi pemerintah, masa kerja paling sedikit satu tahun pada tanggal 31 Desember 2005, dan sampai saat ini masih bekerja secara terus-menerus. Eks honorer K-2 tersebut juga harus berusia paling rendah 19 tahun dan tidak boleh lebih dari 46 tahun pada tanggal 1 Januari 2006.
Pemerintah tampaknya memang benar-benar ingin menuntaskan masalah honorer yang sudah “menggantung” begitu lama. Makanya, bagi yang tidak lulus tes tahun 2015 ini akan langsung diberhentikan sebagai honorer. “K2 yang tidak memenuhi syarat administrasi maupun yang tidak lulus seleksi tahun ini, diberhentkan sebagai tenaga honorer oleh pejabat pembina kepegawaian atau pejabat yang mengangkatnya,” tegas Yuddy Chrisnandi.
Di pihak lain, para honorer K2 tentu punya harapan agar tes kali ini bisa terlaksana lebih objektif. Sebab, seleksi sebelumnya banyak mengundang protes karena dinilai tidak adil. Antara lain tidak mengutamakan usia dan masa kerja. Selain itu, ditemukan juga banyak terjadi manipulasi data oleh Pemerintah Kabupaten/Kota.
Namun, selain masa kerja atau masa bakti dan usia, yang paling penting juga adalah kemampuan. Oleh sebab itu, bagi para honorer K2 yang sebentar lagi akan mengikuti testing hendaknya menyiapkan diri secara maksimal sehingga akan mendapat nilai tinggi dalam ujian nanti. (sumber : www.idhonorer.com)
