Sistem penggajian tunggal (single salary system) akan diberlakukan bagi PNS. Sistem ini disebut lebih ‘memihak’ aparatur karena bersandar pada standar kelayakan hidup. Dari simulasi sederhana, gaji PNS tertinggi bisa mencapai Rp57 juta per bulan. Sedangkan gaji terendah Rp4 juta.
Sistem penggajian tunggal ini mengakumulasi semua jenis pendapatan PNS. Sistem ini didasarkan pada bobot atau grade (nilai) terhadap kinerja jabatan. Hal ini dinilai lebih baik dari sistem penggajian yang berlaku saat ini. Karena sistem penggajian PNS saat ini terdiri dari jabatan, kinerja, grade dan step.
Dalam single salary system, total penghasilan PNS penilaiannya mulai dari grade satu hingga grade 17 dan untuk golongan diistilahkan mulai dari step satu hingga step 10. Contohnya, untuk PNS golongan tertinggi yang masuk grade satu step 10, gaji bersih minimal sekira Rp5,4 juta. Sedangkan PNS yang menempati grade 17 di step yang sama, maksimalnya bakal menerima penghasilan bersih hingga Rp57,2 juta.
Tiap grade dan step bakal meningkatkan besaran gaji dari hasil kinerja seorang abdi negara. Jadi sistem penggajian tidak lagi berdasarkan pangkat dan golongan, tetapi didasarkan pada bobot dan grade setiap PNS.
“Jika diterapkan sistem ini akan membangkitkan semangat kerja para ASN. Seseorang yang menginginkan gaji besar harus giat dan lebih semangat bekerja. Kalau kinerja baik, maka gajinya juga baik. Demikian sebaliknya,” kata Deputi SDM KemenPAN-RB Setiawan Wangsaatmadja, ketika ditemui di Kantor KemenPAN-RB.
Penerapan single salary system hingga kini masih dibahas lintas kementerian. Yakni, Kementerian Pendayagunaan Aparatur Negara dan Reformasi Birokrasi (KemenPAN-RB) dan Kementerian Keuangan (Kemenkeu). “Penerapan single salary system masih dibahas ya. Juga belum ada hasil perkembangannya,” sebut Setiawan.
Dikatakan, PNS harus bisa bersabar. Karena semua yang berhubungan dengan wacana kenaikan gaji, tunjangan dan lain sebagainya masih dalam pembahasan dan akan secepatnya bakal ditetapkan. “Seperti yang sudah disampaikan sebelumnya, payung hukumnya masih belum diketuk. Jadi sabar saja, yang pasti menurut pak menteri untuk kesejahteraan PNS akan lebih ditingkatkan,” ujarnya.
Diketahui, Rancangan Peraturan Pemerintah (RPP) tentang sistem penggajian baru hanya terdiri dari tiga komponen. Yaitu gaji pokok, tunjangan kinerja, dan tunjangan kemahalan. Gaji pokok ASN semuanya sama dan tidak ada bedanya antar intansi pusat maupun daerah. Yang menjadi pembeda adalah tunjangan kemahalan dan tunjangan kinerja.
Menanggapi hal tersebut, Setiawan mengatakan, saat ini pihaknya terus menggodok masalah kenaikan gaji. “Kalau kenaikan berkala untuk menyesuaikan dengan kenaikan inflasi, terus jalan pembahasannya. Tapi untuk kenaikan yang lain belum ada?,” tutur Setiawan.
Disinggung gaji bulan ke-13, Setiawan mengaku belum ada petunjuk teknis penyaluran gaji 13. “Hingga saat ini belum ada petunjuk teknis penyaluran. Namun kalau sudah ada, pasti secepatnya diturunkan ke daerah-daerah Juknisnya dan segera disalurkan. Mengingat wacana kenaikan gaji juga masih sementara dibahas. Dan itu juga harus disesuaikan dengan APBN?,” sebutnya.
Skenario lain jika sistem baru belum diberlakukan tahun ini, otomatis sistem lama berlaku. Hitungannya pun sama. Termasuk rapel kenaikan gaji. Jika diasumsikan dicairkan pada Mei atau Juni nanti, maka rapel kenaikan gaji sebesar 6 persen akan dikalikan enam bulan, ditambah gaji bonus. Misalnya PNS dengan gaji pokok Rp2.465.900, kenaikan berkalanya Rp2.613.854 dengan kenaikan 6 persen.
Dengan selisih gaji sebelum dan sesudah kenaikan sekira Rp147.954, maka jika dirapel selama enam bulan akan diterima sebesar Rp887.724. Ini belum termasuk dengan tunjangan anak, dan lain sebagainya.
Sebelumnya, MenPAN-RB Yudhi Chrisnandi meminta agar PNS yang mengharapkan kenaikan gaji untuk bersabar. “Sabar saja dulu. Kita tingkatkan terus kinerja kita, biar masyarakat menilai. Kalau kinerja kita sudah bagus. Wacana kenaikan gaji bakalan terealisasi secepatnya,” terang Yudhi.
Menurutnya, Presiden Jikowi dan Wapres Jusuf Kalla menargetkan tahun pertama, penghematan anggaran negara sebesar Rp100 triliun. “Penghematan itu diambil dari moratorium CPNS, pengurangan belanja pegawai dan pengurangan subsidi BBM. Hasil penghematan anggaran itu akan digunakan untuk pembangunan infrastruktur dan peningkatan kesejahteraan masyarakat, termasuk PNS di dalamnya,” singgungnya.
