Kementerian Pendayagunaan Aparatur Negara dan Reformasi Birokrasi (PAN RB) ?membuka 81 ribu lowongan Calon Pegawai Negeri Sipil (CPNS) di 2016. Jatah paling banyak untuk perekrutan CPNS tenaga kesehatan sebanyak ?43 ribu kursi.
"Kebutuhan penerimaan CPNS di bidang kesehatan, seperti dokter, perawat, dan bidan mencapai 43 ribu orang. Itu jumlahnya sudah dihitung," ucap Menteri PAN RB Yuddy Chrisnandi? di Jakarta, seperti ditulis Jumat (27/5/2016).
Sementara untuk penerimaan CPNS guru yang menyandang gelar sarjana dan berada di pulau-pulau terluar dan tertinggal (garis depan), Yuddy mengaku kebutuhannya mencapai 3.000 orang. Permintaan ini diajukan Menteri Pendidikan Dasar dan Kebudayaan ?Anies Baswedan.
Hingga kini pemerintah masih mendata daerah-daerah di pelosok, pulau-pulau terluar, dan terdepan yang masih kekurangan guru. Sebab, data Kemendikbud menunjukkan terjadi surplus guru lebih dari 125 ribu guru. Sehingga dinilai sayang karena distribusi yang tidak merata mengakibatkan kekosongan guru di beberapa daerah di Indonesia.
"Belum lagi guru honorer yang telah memenuhi persyaratan administratif perundangan, yang saat ini berada di daerah terdepan dan terluar. Sebanyak 2.000 guru honorer akan diproses CPNS-nya melalui formasi khusus? yang diafirmasi. Tidak ada yang otomatis, semua harus lewat tes. Tapi diberikan skala prioritas, misalnya kalau di daerah terluar tidak ada PNS, maka dia akan dipercepat prosesnya," ucap Yuddy.
Seperti diketahui, Yuddy sebelumnya mengaku ?formasi kebutuhan PNS yang disodorkan kementerian/lembaga mencapai 150 ribu orang. Namun Kementerian Keuangan (Kemenkeu) hanya menyanggupi 81 ribu orang untuk jatah penerimaan CPNS 2016 karena berbagai alasan.
"PNS yang pensiun tahun ini total 120 ribu orang. Kemudian kebutuhan dari seluruh instansi mencapai 150 ribu orang. Tapi maksimum yang disetujui dari Kemenkeu penerimaan PNS 81 ribu orang, jadi tidak dipenuhi semua karena alasan moratorium, keterbatasan anggaran, dan hanya untuk program prioritas Nawa Cita," dia menjelaskan.
Pemerintah mengutamakan penerimaan CPNS bagi putra-putri terbaik di sekolah ikatan dinas pemerintah sebanyak 11 ribu orang. Selanjutnya kebutuhan penerimaan CPNS di bidang kesehatan, seperti dokter, perawat, bidan mencapai 43 ribu orang.
Selanjutnya untuk penerimaan CPNS guru yang menyandang gelar sarjana dan berada di pulau-pulau terluar dan tertinggal (garis depan) mencapai 3.000 orang, serta pengangkatan guru honorer menjadi PNS di garis depan sekitar 2.000 orang. ?
Sementara sisanya 22 ribu kursi penerimaan CPNS, tuturnya, akan dibagi-bagi untuk instansi atau bidang yang sangat membutuhkan, seperti LIPI, BATAN, penyuluh pertanian. Dia mengatakan, Menteri Pertanian Amran Sulaiman sudah meminta 18 ribu orang, serta Kementerian Hukum dan HAM yang meminta jatah 21 ribu orang.
Sebanyak 22 ribu jatah penerimaan CPNS itu, diakui Yuddy, termasuk untuk kuota pelamar umum untuk semua bidang. Namun prioritasnya untuk CPNS di bidang-bidang studi yang selaras dengan program Nawa Cita, di antaranya ahli pengairan, ahli pertanian, ahli tata kota, ahli konstruksi, ahli maritim, dan lainnya.
"Untuk pelamar umum, kita akan buka perekrutan CPNS sekitar 10 ribu orang, termasuk di dalamnya untuk penerimaan mahasiswa berprestasi yang mendapat jatah 10 persen dari kuota pelamar umum," Yuddy menjelaskan.
Dia berharap, proses rekrutmen CPNS bisa dilakukan pada Agustus 2016, setelah di bulan sebelumnya mulai diumumkan pembukaan seleksi CPNS 2016. "Jadi nanti di akhir tahun, tepatnya Oktober atau November sudah tahapan diterima," kata dia.
